Ameera ASHRAF heads the Competition & Regulatory Practice.

She advises on a full range of competition issues, including merger control, restrictive practices, abuse of dominance, issues in licensing and other intellectual property agreements and compliance programmes.

Ameera has been actively advising on the merger control provisions of the Competition Act since its introduction, including acting for Luxottica Group in its merger with Essilor International, Uber Technologies in its merger with Grab, Inc., Mars Incorporated on the merger control filing made in Singapore in respect of its acquisition of the pet care business of The Procter & Gamble Company, and Kraft Foods Inc. in its acquisition of the Danone biscuit business.

She has advised clients in relation to various investigations of cartel activity by the Competition Commission of Singapore (“CCCS”). Some of her recent experience includes acting for Singapore Chemi-con (Pte) Ltd, Nachi-Fujikoshi Corporation, and Nishi-Nippon Railroad Co. Ltd. in the first three infringement decisions involving multijurisdictional cartels issued by the CCCS.

She also offers guidance on sectoral competition laws including the codes of practice published under the Telecommunications Act and the Media Development Authority Act.

She is a regular participant in roundtable discussions organised by the CCCS for the review of competition guidelines and legislation in Singapore, and has participated as a non-governmental advisor at the International Competition Network conference since 2013. Ameera also has experience in UK and EC competition law through a stint with the Antitrust Group of an international law firm in London.

In the regulatory space, Ameera advises clients in regulated markets on the applicable regulatory framework, and supports them in dealings with government departments in areas such as trade regulation, consumer protection and fair trading laws and environment, health and safety regulations. She provides compliance advice, regulatory due diligence and strategic advice on the impact of government regulations on their businesses.

Ameera has significant experience in civil litigation, having dealt with a breadth of corporate and commercial disputes. She has served as an adjunct tutor in Trial Advocacy at the Law Faculty, National University of Singapore and at the Postgraduate Practice Law Course in Singapore. Her experience also includes a two-year stint as Legal Counsel in a U.S. conglomerate.

Ameera is one of only two lawyers in Singapore to be identified as Global Elite Thought Leaders in Who’s Who Legal: Thought Leaders – Competition 2019 and is the only Singapore lawyer in private practice to be featured in the Global Competition Review's Women in Antitrust 2016 which recognises leading women in antitrust worldwide. She has been acknowledged as a leading Antitrust and Competition lawyer in Singapore by various independent publications such as The Legal 500: Asia Pacific – The Client's Guide to the Asia Pacific Legal Profession 2019Chambers Asia-Pacific – Asia-Pacific's Leading Lawyers for Business 2019 and Asialaw Profiles – The Guide to Asia-Pacific's Leading Domestic Law Firms 2018. In The Legal 500: Asia Pacific, she is described by a client as "the best practitioner in Singapore in this area". Chambers Asia-Pacific describes her as "widely respected on the competition circuit", "a formidable lawyer" who is "very experienced, intelligent, clear and practical" and is "fantastic in giving strategic direction and providing very sound judgement". In Asialaw Profiles, she was described as a lawyer who "knows the business and is sensitive to difficult issues".

Ameera is a board member of the Tripartite Alliance Limited, which promotes fair and progressive employment practices in Singapore, and the Accounting and Corporate Regulatory Authority, which regulates business entities, public accountants, and corporate service providers. She is also an active member of the International Bar Association where she serves as the Legal Practice Division Representative to the Section on Public and Professional Interest.

She graduated from the National University of Singapore and has a Master of Arts in EC Competition Law from King's College, University of London. She is admitted to the Singapore Bar and to the Roll of Solicitors of England & Wales.
