Laura CHANG is a Partner in the Energy, Projects & Construction Practice. In January 2018, Laura was amongst the inaugural batch of select practitioners to be appointed Accredited Specialist in Building and Construction Law by the Singapore Academy of Law.
Her main areas of practice are litigation and arbitration disputes, with a focus on construction and engineering projects, civil and commercial disputes.
Matters of significance which Laura has been involved in include acting for an owner and operator of a hydrogen and synthesis gas plant in an arbitration with its end user over a prolonged outage at the plant, and the transfer of the plant to the end user, including issues relating to the plant assets to be transferred; a leading provider of integrated water management and environmental solutions in an ICC arbitration with its sub-contractors over various breaches of contract in the supply, engineering, procurement and construction of a 200,000 cubic metre per day reverse osmosis desalination plant in Algeria, which led to the termination of the sub-contracts; and a leading manufacturer of water and waste treatment in an SIAC arbitration with its sub-contractor over breaches of contract relating to issues of delays and defective works.
Laura’s construction-related experience includes acting for a main contractor in an SIAC arbitration with its sub-contractor over various breaches of contract involving piling works relating to the construction of the Mass Rapid Transit (MRT) system in Singapore; a main contractor in a High Court suit against its sub-contractor for wrongful termination of the contract and consequential damages thereto; a developer in an arbitration against the main contractor for the construction of a residential development in Singapore for various breaches of contract including issues relating to delay, disruption and defective works; and main contractors and sub-contractors in various adjudications, both as claimant and respondent under the Building and Construction Industry Security of Payment Act (Cap. 30B).
Laura graduated from the University of Nottingham (UK) and is qualified as a Barrister-at-Law (Lincoln's Inn). She is admitted to the Singapore Bar and to the English Bar.
