On 26 June 2026, the Building and Construction Authority (BCA) issued a circular extending the ex-gratia 50% cost sharing for diesel and bitumen in ongoing critical public sector construction contracts until 31 July 2026. The covered period now runs from 1 March 2026 to 31 July 2026.
The cost-sharing rate, eligibility, claims and pass-down procedures are otherwise unchanged, and are as summarised in our earlier update on BCA’s initial circular dated 7 April 2026 on this cost sharing framework, save that Government Procuring Entities may now make arrangements with main contractors to simplify certain substantiation procedures.
