In March 2025, the Monetary Authority of Singapore (MAS) issued the aforenamed consultation paper (Consultation Paper) on amending the current regime to introduce a long-term investment fund framework that provides retail investors access to funds or collective investment schemes that invest in private equity, private credit, infrastructure and real estate. In the Consultation Paper, MAS solicited views on the appropriate safeguards to protect retail investors from inordinate risks when investing in such private market investment funds. The consultation closed on 26 May 2025.
Our Head of Asset Management & Funds, Low Kah Keong, together with Asset Management & Funds Partner, Felicia Marie Ng, engaged with several of our clients who are financial sponsors headquartered in Singapore and active in private equity and venture capital investing and fund raising to understand the opportunities they see in the retail space. We also studied MAS’ proposals for safeguarding the interests of retail investors who wish to invest in a private market investment fund.
We summarise in this update the gist of our mini-survey, which has also been submitted to MAS as part of our feedback on the Consultation Paper.
You are welcome to approach our Partners Low Kah Keong and Felicia Marie Ng if you have any questions on our submission to MAS on the Consultation Paper or would like to discuss any aspect of the Consultation Paper with us.
