National Wage Council (NWC) and Ministry of Manpower (MOM) on cost-cutting measures

COVID-19 has seriously affected businesses resulting in a need to implement employment related cost-cutting measures. The National Wage Council’s 2020/2021 Guidelines ("NWC Guidelines") on wage and employment issues were accepted by the government on 30 March 2020. The NWC Guidelines provide guidance to employers on implementing cost cutting measures. The MOM has also issued a "Guide on Second Job Arrangements for Employees with Reduced Work Hours" ("MOM Guide"). Employers should take note of the NWC Guidelines, the MOM Guide and the existing (recently amended) Tripartite Advisory on Managing Excess Manpower and Responsible Retrenchment when considering employment related cost-cutting measures.
