On 28 July 2026, the Ministry of Finance (MOF) and the Ministry of National Development (MND) announced changes to the Additional Buyer’s Stamp Duty (ABSD) regime for licensed housing developers (HDs) undertaking large-scale en bloc redevelopments, applying to specified large-scale en bloc sites purchased on or after 29 July 2026. Licensed HDs acquiring residential land are subject to 40% ABSD (5% non-remittable; 35% upfront remittable). The remittable component, with interest, will be clawed back if applicable timelines for commencement and completion of housing development, and the sale of all units, are not met.
