Vietnam is entering one of the most significant periods of legal and institutional reform in its recent history. Across 2025 and into 2026, the National Assembly and the Government have introduced measures reshaping foreign investment approval, project establishment and regulation, financial services and post-establishment operations. For international investors, and Singapore-based investors and financial institutions in particular, these developments change the practical calculus of entering, structuring and operating in the Vietnamese market.
These reforms are unfolding against the backdrop of an increasingly close Singapore-Vietnam economic relationship. Since the two countries elevated their bilateral ties to a Comprehensive Strategic Partnership in March 2025, cooperation has continued to deepen across investment, finance, energy, technology and judicial cooperation.
