Laura CHANG is a Partner in the Energy, Projects & Construction Practice. In January 2018, Laura was amongst the inaugural batch of select practitioners to be appointed as an Accredited Specialist in Building and Construction Law by the Singapore Academy of Law. She is also appointed as a Commissioner for Oaths by the Singapore Academy of Law.
Her main areas of practice are litigation and arbitration disputes, with a focus on construction and engineering projects, civil and commercial disputes.
Laura graduated from the University of Nottingham (UK) and is qualified as a Barrister-at-Law (Lincoln's Inn). She is admitted to the Singapore Bar.
Matters of significance in which Laura has been involved in include acting for the following:
- An employer on claims for alleged wrongful termination and consequent loss and damages, as well as counterclaims for delays, disruption, material breaches of contract and various DAB decisions concerning the same in relation to a construction of a hydropower plant project in Southeast Asia
- A main contractor in an ICC arbitration with the Employer over various claims including that for variations, extensions of time, prolongation costs and recovery of liquidated damages relating to a construction of a waste treatment project in the Middle East.
- An owner of a gas facility relating to a workplace incident involving a flash fire at the gas room of the facility in Singapore.
- A main contractor on claims against its consultants / subcontractors relating to various breaches for defective designs and/or works in respect of the design and construction of a desalination plant project.
- A main contractor in an SIAC arbitration with its sub-contractor over various breaches of contract involving piling works relating to the construction of the Mass Rapid Transit (MRT) system in Singapore.
- Various developers and main contractors in arbitrations and in the High Court involving issues of delay, disruption, prolongation and/or defects relating to residential / mixed residential developments. Advised and acted for main contractors and sub-contractors in various adjudications, both as claimant and respondent under the Building and Construction Industry Security of Payment Act 2004.
